Competitive tendering phases and experiences in Sweden and Norway

Traficom, the executive agency of the Finland Ministry of Transport and Communications, commissioned Vectura Advisory in partnership with WSP Finland and Sweden to undertake a Nordic benchmark study on PSO passenger rail services procurement practices. The aim was to clarify and analyse recent years tendering and contract arrangements for passenger rail services in Sweden and Norway, and identify from the case studies the best experience-based practices and solutions for competitive tendering of passenger rail services in Finland.

The study informed the plans to open the passenger rail market in Finland to competition. The study also presents key-enablers, risks, and practical recommendations regarding the decisions made, market opening, and future process. The report and its recommendations will provide the starting points for further planning, decision-making, and implementation of tendering process and contract arrangements.
